1. Introduction and Background

Located on the east side of the Hudson River in Dutchess County about 100 miles north of Manhattan, Rhinebeck, accessible from the Taconic State Parkway, Route 9, Route 9W and the New York State Thruway, is both picturesque and historic village intensely.
