Why people like Kevin Pietersen and Deco authorized to represent Portugal and English via the rights of citizenship? Surely you must be born in a country to be able to represent at international level. Deco represented a Brazilian Portuguese beause he qualified for 'em by getting citizenship even Pietersen, he is South African and was admitted to England?
I think you should be born in this country to play for them.
Or have you been a citizen as of 1 year or less and both parents are in the country (as miniority very small businesses are born on holidays).
I can not believe Poland have playing Brazil for them when you see that you know is wrong. Just because it is not good enough to play for his country, he played for them instead. He probably lived their for a few years, only made it to Poland? Nope

If someone is a citizen of a country and identifies with this country, they can play for their national team if they are good enough to be called.
because the system is messed up. I think the general rule should be followed as you play for the country you were born / raised primarily in. This is patriotism, not a league like Serie A or something.
